The city sits on a till plateau. The digging is firm and predictable, but till does not drain, so winter water perches on top of it instead of soaking away. A hole here fills and then stays full.
The housing stock is mostly 1950s to 1970s on ordinary platted lots, which means teardown-and-replace work and a steady supply of old foundations, buried oil tanks and septic that was abandoned rather than removed.
The western edge falls toward the Sound, and that slope is the one part of the area where the cut has to be planned around what is holding the ground above it.
